Henrico BZA to consider requests for home daycare, short-term rental, accessory dwellings Sept. 24
The Henrico Board of Zoning Appeals is scheduled to consider 10 new cases Sept. 24, including requests for a home daycare serving as many as 12 children, a short-term rental, two accessory dwelling units and permission to keep more than four dogs on a Varina property.
The board will meet at 9 a.m. Sept. 24 in the Board Room of the Henrico Government Center, 4301 East Parham Road. The preliminary agenda lists eight conditional-use-permit requests and two variance requests, with no appeals scheduled. Additional cases may be added before the meeting.
Among the new requests:
• Katina Scott is seeking a conditional use permit to provide daycare for as many as 12 children in her home at 6837 Sir Galahad Court in the Castleton community of Varina. The property is zoned R-5AC, General Residence District (Conditional);
• Another Varina District case involves Gary Duverney, on behalf of Tammy Carter, who is seeking permission to build a swimming pool in a side yard at 2640 Portugee Road in Allen Estates;
• In Sandston, Joel Vigal is seeking a conditional use permit to keep more than four dogs at 7570 Elko Road in The Pines. The property is zoned A-1 Agricultural;
• In Fairfield, Deborah Fazenbaker is seeking permission to operate a short-term rental at 6013 Bonneau Road in Chamberlayne Heights. The property is zoned R-2A, One-Family Residence District;
• In Brookland, Danny Shockley is seeking permission on behalf of Warren Vassar to build a detached accessory dwelling unit at 8301 Hungary Road in Laurel Heights;
• Another Brookland applicant, Moises Cruz, is seeking permission to convert a detached garage into an accessory dwelling unit at 7210 Fountain Avenue in West Broad Street Village;
• Shannon Easter, on behalf of Samuel Kettering, is asking the board to allow an accessory building to remain in the front and side yards at 6503 River Road in Westham in the Tuckahoe District;
• Also in Tuckahoe, Tiff Armstrong is seeking permission to build a detached garage in the front yard at 8703 River Road.
The board also will consider two variance requests.
In the Three Chopt District, Walter Joseph, on behalf of Paula Young, is seeking relief from the side-yard setback requirement to construct an addition at 9741 Pemberton Crossing Drive. The property has an eight-foot side-yard setback, while Henrico's zoning ordinance requires 16 feet, meaning the applicant is requesting an eight-foot variance.
In Tuckahoe, Richard Deutsch wants to build a single-family home at 513 South Gaskins Road on a property that has 180 feet of lot width. The zoning ordinance requires 200 feet, so Deutsch is seeking a 20-foot lot-width variance.
The BZA is authorized to approve conditional-use permits and variances, subject to applicable standards and conditions.
