Henrico supervisors to consider school-zone speed cameras, six land-use cases Sept. 8

Henrico supervisors are scheduled to vote Sept. 8 on an ordinance permitting speed cameras in school zones and also are expected to consider six land-use cases, including the proposed relocation of a private school; a mixed-use development near Willow Lawn; a trucking operation seeking to resolve zoning violations; and an event venue facing enhanced security requirements.

The board of supervisors will meet at 6 p.m. at the Henrico County Government Center, 4301 East Parham Road.

School-zone speed cameras

Supervisors will hold a public hearing and vote on an ordinance authorizing photo speed-monitoring devices in Henrico school crossing zones. Motorists recorded traveling at least 10 mph above the posted speed limit while a school zone is active could receive a $100 civil penalty.

As the Citizen reported July 31, Henrico plans to install cameras at all county high schools and two middle schools, with the first expected sometime later this year.

PFAS regulations return

Supervisors also will reconsider amendments to Henrico's wastewater regulations involving PFAS, the group of long-lasting chemicals sometimes called "forever chemicals."

The ordinance would establish PFAS discharge-monitoring requirements and update other discharge and reporting rules to conform with state and federal requirements.

As the Citizen reported ahead of the Aug. 25 meeting, Henrico previously detected PFAS in residential wells near Sandston and established a free private-well testing program. By 2025, the county had collected nearly 400 PFAS samples from 335 residential properties.

Supervisors deferred the ordinance Aug. 25.

Imago Dei School seeks Henrico relocation

Imago Dei School is seeking to rezone 8.86 acres at Dill Road and Vawter Avenue in the Fairfield District to operate on a portion of the Life Church RVA-North Campus.

The school currently serves about 134 students in pre-kindergarten through seventh grade in Richmond. Its proposed Henrico location eventually could serve as many as 230 students in pre-K through eighth grade.

Initially, modular classrooms would be used while the school awaits a future church expansion.

The Citizen reported in June that the Henrico Planning Commission endorsed the relocation. Planning staffers also support it, concluding that the school would be compatible with the existing church and surrounding neighborhood.

The case subsequently was deferred by supervisors while the applicant provided additional information about proposed building and site improvements.

Trucking company seeks to resolve zoning violations

DRB III Trucking LLC is asking supervisors to rezone nearly six acres at Darbytown and Miller roads in the Varina District for outdoor storage and tractor-trailer parking.

Henrico issued zoning violations involving the property in 2021 and again in 2025, and the current application is intended in part to bring the existing operation into compliance.

Proposed conditions would limit operating hours to 7 a.m. to 7 p.m., require screening and additional landscaping and prohibit a number of industrial uses. The applicant also has committed to extending sanitary sewer and dedicating right of way.

As the Citizen reported in August, the planning commission advanced the case following months of negotiations with the owner about required improvements. The owner estimated that connecting utilities alone could cost about $100,000.

Five residents at an earlier community meeting raised concerns about the property's condition, truck traffic, operating hours and possible expansion.

Planning staff members are not opposed to the rezoning but believe that additional buffering and restrictions could improve it.

Event venue faces security requirements

Whitehead & Chiocca Properties LLC is seeking a provisional use permit for Occasions Too!, an existing event venue located in Newbridge Square Shopping Center on Nine Mile Road.

Henrico Police notified planning staffers about recent incidents associated with the property, leading to an extensive list of proposed security conditions.

The venue would be limited to operating from 8 a.m. to 10 p.m.; a licensed uniformed security officer or off-duty Henrico police officer would be required during operating hours; professional-grade surveillance cameras would be required; and exterior cameras would have to connect with Henrico's Real Time Crime Center.

The permit would expire Aug. 31, 2027, requiring another review.

The case previously appeared before supervisors and was deferred, as the Citizen reported in August. Planning staffers and the planning commission have recommended approval with certain conditions.

Former DMV property could return to commercial use

Imperial Investments Group LLC is seeking to rezone 2.2 acres at Brook Road and Magellan Parkway in the Fairfield District.

The property contains a vacant 7,157-square-foot building that housed a Virginia DMV office until April 2023. Its unusual entrance arrangement, which crosses residentially zoned property, has complicated redevelopment.

A previous self-storage proposal was withdrawn after the planning commission recommended denial. The new application instead would allow conditional commercial uses while prohibiting businesses such as drive-through restaurants, gas stations, automobile sales and repair operations and towing businesses.

The Citizen reported in August that the owner hopes to sell or lease the property for commercial use. Planning staffers and the planning commission have endorsed the revised proposal.

Westwood mixed-use project returns

Spy Rock Real Estate Group is seeking permission for multifamily housing as part of a mixed-use development on 1.86 acres at Westmoreland and Jacque streets in the Brookland District.

Although the property is zoned for light industrial use and designated Heavy Industry in Henrico's comprehensive plan, it is within the Westwood Redevelopment Overlay District.

The Citizen first detailed the proposal in April and later reported the planning commission's recommendation for approval.

County planners also support the project. The case was deferred from the board's May 12 meeting.

Beckley Road rezoning sought

Beckley Bluford Investment LLC is seeking to rezone 26.4 acres along Beckley Road near Beverstone Road in the Varina District, from Conservation to Agricultural zoning.

No particular development is proposed. The property previously was part of a larger residential rezoning request that was denied, but staff determined that the new proposal is substantially different because it involves less land and a different zoning classification.

Planners and the planning commission are in support of the request; supervisors previously deferred the case at the applicant's request.

Other business

The Board also will consider authorizing condemnation proceedings to obtain easements at 8825 and 8831 Trolley Lane for the Mount Olive Avenue Realignment project. Henrico has offered $4,980 and $5,690, respectively, for the easements but has encountered title issues involving heirs of deceased property owners.

Supervisors also will consider selling a vacant county-owned parcel at 2510 Hartman Street to Scarlett Violett LLC for $1,900.

The board also is scheduled to introduce amendments to Henrico's fiscal year 2026-27 budget. Tuesday's action would schedule the amendments for a Sept. 22 public hearing rather than appropriate the money immediately.

A special Board meeting will begin at 3:15 p.m. and will include an update from the Henrico Sports & Entertainment Authority and a closed-session discussion concerning 2026 state tobacco legislation.

The regular meeting begins at 6 p.m. at the Henrico County Government Center, 4301 East Parham Road.
