This Day in Henrico History: October 20 – Henrico zoning appeals board weighs neighborhood land-use requests
On October 20, 2011, the Henrico County Board of Zoning Appeals considered a series of applications that illustrate the routine but consequential decisions involved in managing residential growth. The county’s official meeting record lists requests involving a home site, a kennel, a swimming pool and a proposed electric substation.
One case involved a request to build a single-family dwelling on Evergreen Avenue in Bungalow City. The applicant sought relief from a lot-width requirement: the parcel was 50 feet wide where the ordinance required 65 feet. The meeting record marks that request as deferred, rather than approved.
The board also approved a conditional-use permit for a noncommercial kennel on Woodlake Drive in the Brookland District and a permit allowing a pool in a side yard on Shady Willow Court in the Three Chopt District. Another application concerned a Dominion Virginia Power electric substation on New Wade Lane; the county record lists that request as approved.
Although such proceedings rarely dominate historical accounts, they offer a detailed picture of Henrico at a particular moment. By 2011, the county was balancing established neighborhoods, residential amenities and utility infrastructure through case-by-case public decisions.
