Henrico County has appointed Rebekah L. Taylor as acting chief of its Department of Emergency Communications, effective Oct. 17.

Taylor previously served as the department’s assistant director. She succeeds Kevin M. Pond, who had led the department since June 2023 and has accepted a position as a battalion chief with the Henrico Division of Fire.

The Department of Emergency Communications operates Henrico’s 911 call center and handles emergency and nonemergency requests for police, fire and medical assistance. Taylor also will oversee the county’s public safety radio communications operations and support staff.

The department has 98 approved positions and a $13.3 million budget for the 2026-27 fiscal year, according to the county.

Taylor joined Emergency Communications in 2010 and has served as a communications officer, master communications officer, communications supervisor and administrative communications supervisor. She became assistant director in 2023. She also served as a volunteer firefighter with Hanover Fire & EMS from 2003 through 2023, including four years as president.
