NOTICE OF VOLUNTARY REMEDIATION
Pursuant to the Virginia Voluntary Remediation Regulations, Virginia Administrative Code section 9VAC20-160-120, NSP Port Walthall, LLC, 1518 E. 3rd Street, Suite 200, Charlotte NC 28204 hereby provides notice of voluntary remediation at the following site:
Former Swan Cleaners at Port Walthall Shopping Center

A dry cleaner operated in a tenant space at this shopping center from approximately 1993 until 2025. Drycleaning chemicals (chlorinated solvents) have been detected in soil vapor and groundwater at levels which may pose a risk to human health or the environment in the area limited to the former drycleaner space and back door lot. In order to address potential environmental risks, the property owner applied to and was deemed eligible to participate in the Voluntary Remediation Program. A combined Site Characterization Report (SCR), Risk Assessment (RA), and Remedial Action Plan (RAP) has been reviewed and accepted as complete by the Virginia Department of Environmental Quality (DEQ). The RAP includes a proposed deed restriction prohibiting groundwater use under the Site and a proposed deed restriction prohibiting future residential use unless a vapor mitigation system is installed or a vapor intrusion study is completed that demonstrates to DEQ that there is no unacceptable risk to human health.
