Draft RIC permit would require quarterly PFAS monitoring
A draft state stormwater permit for Richmond International Airport would require the airport to conduct quarterly wet-weather and dry-weather monitoring for PFAS, develop a PFAS Pollutant Minimization Plan, and submit annual progress reports to the Virginia Department of Environmental Quality.
The requirements are part of DEQ's pending reissuance of Virginia Pollutant Discharge Elimination System permit VA0090301, which would allow the airport to continue discharging stormwater associated with industrial activity into White Oak Swamp and tributaries of White Oak Swamp and Gillies Creek in Henrico County.
DEQ's project summary notes that federal regulations historically required the airport's rescue and firefighting operation to use aqueous film-forming foam, or AFFF, which contains PFAS. The draft permit's monitoring and minimization provisions would provide ongoing information about PFAS in stormwater associated with airport operations.
DEQ has scheduled a public hearing on the draft permit for Oct. 28 at Henrico Theatre, 305 East Nine Mile Road. The agency will consider public comments before making a final permit decision.
