Regan Edwin Fennell, of Henrico, found his peace on May 20, 2025. He was born on December 28, 1954 to Robert Fennell and Ruth Cooper Fennell.

Regan was born in Brooklyn, New York and after attending St. Emma Military Academy and Tougaloo College, began a career as a Nuclear Medicine Technologist. Regan loved and excelled at his work. He received honors for his friendly manner with patients. Regan was always ready with a joke for anyone who met him and made people going through difficult medical situations smile despite their challenges. In later years, Regan also worked for the Richmond City Sheriff’s Office and in public schools; in these venues he continued to positively affect everyone he encountered with his warmth.

He was also an avid musician. His album, "When Jesus Comes", can be found on Spotify and other platforms. In it, he expresses his love for Jesus and his family with ten original songs. Regan had an unparalleled collection on vinyl and infused his entire family with his love of jazz. He sang in many gospel choirs where his tenor solos were soul stirring.

Regan was devoted to his wife, Elaine, for 49 years of marriage. He was always up for one of her many adventures and served as her caretaker through two bouts of cancer. He was also a devoted father. During his children’s younger years, he took pride in being up each morning to make them breakfast. He loved teaching about history to ensure his children took pride in their heritage. He continued to dispense encouragement and love throughout his life.

Regan joins his father, daughter, Kashawna Regan and two brothers, Bobby and Ronnie in heaven. Left to cherish his memory are his beloved wife, Dr. Elaine Fennell; children, Oneya Okuwobi (Dele), Omari Fennell (Jocie) and Lisa Fennell; grandchildren, Kiersten Fennell, Cadence Okuwobi and Kendrick Fennell; mother, Ruth Cooper Fennell; other relatives and friends.

Remains rest at Scott's Funeral Home, 115 E. Brookland Park Blvd. Viewing will be held at 10 a.m. Wednesday, June 4, 2025 at Trinity Baptist Church, 2811 Fendall Avenue followed by funeral services at 11 a.m. Graveside and interment services will be held 11 a.m. Friday, June 6, 2025 at Cypress Hills Cemetery, Brooklyn, New York.
