THE HENRICO COUNTY PLANNING COMMISSION WILL HOLD A PUBLIC HEARING IN THE BOARD ROOM OF THE COUNTY ADMINISTRATION BUILDING IN THE GOVERNMENT CENTER AT PARHAM AND HUNGARY SPRING ROADS, 6:00 P.M.,THURSDAY, OCTOBER 9, 2025, TO CONSIDER THE FOLLOWING:

REZ-2025-101958 Laurel Borrel/Personal Solutions Services LLC:Request to rezone from O-1C Office District (Conditional) to R-3 One-Family Residence District Parcel 761-753-0697 containing 0.40 acres located at the southwest intersection of N. Parham Road and Skipwith Road. The applicant proposes residential use of an existing single-family home. The use will be controlled by zoning ordinance regulations. The 2026 Comprehensive Plan recommends Office.

REZ-2025-102025 Brow Holdings LLC:Request to conditionally rezone from R-3 One-Family Residence District and R-5AC General Residence District (Conditional) to RTHC Residential Townhouse District (Conditional) (19.803 acres) and R-5AC General Residence District (Conditional) (3.56 acres) part of Parcel 809-724-5973 and Parcel 809-724-8062 containing 23.36 acres located on the west line of N. Laburnum Avenue approximately 475’ south of its intersection with Kingsridge Parkway. The applicant proposes single-family detached homes and townhomes. The use will be controlled by zoning ordinance regulations and proffered conditions. The 2026 Comprehensive Plan recommends Urban Residential, where density should range from 3.4 to 6.8 units per acre.The site is located in the Airport Safety Overlay District.
