New residential developments proposed in Near West End, Short Pump
After a months-long slowdown in the pace of new cases, the Henrico Planning Commission April 9 is scheduled to hear two new proposals for residential developments. If ultimately approved by the county's board of supervisors, the developments would add a total of 298 new residential units to Henrico.
The first proposal, from Spy Rock Real Estate Group, is for a mixed-used residential development in the Brookland District that would be located in the area north of West Broad Street and between Staples Mill Road and 195. The 1.8-acre site sits on the southeast side of the intersection of Jacque Street and Westmoreland Street (across Westmoreland from the Ukrop's Bakery) and currently hosts warehouses and office buildings.
The proposed 7-story building would include 224 residential units, though the number of bedrooms isn’t indicated, and 2,500 square feet of commercial space and be accompanied by a 6-story attached parking deck. Residences and the commercial space would face Westmoreland, while vehicle access would be from Jacque.


While the full impact of the development on local schools is difficult to predict without knowing the number of bedrooms the developer intends, a ratio similar to other buildings of that type would leave Johnson Elementary and Tuckahoe Middle School under capacity.
Tucker High School is already over capacity, according to county planners, but its district boundaries are being redrawn and so the number of students should decrease in the coming years. Planners wrote that they would support the proposal if the developer includes more information on pedestrian facilities and landscaping, particularly around how the open space at the corner of Jacques and Westmoreland will be structured with amenities.

Bacova community slated to expand
The second proposal, from Bacova Development Co., would add as many as 74 townhomes to the south side of the Bacova community in the Three Chopt District. The 9.9-acre site is located along Pouncey Tract Road., between Kain Road and North Gayton Road.
The 16 buildings would hold between 3 and 7 units, each at least 2,250 square feet in size. The main entrance would be on Pouncey Tract, but the site would also be connected on its north to the rest of the Bacova community.
County planners have indicated they would support the proposal if the developer added minor conditions related to landscaping, building orientation and design, garages and driveways, and site buffers.

The department also wants the developer to extend proposed sidewalks and purchase a small piece of land along the northeast border of the property. Short Pump Middle School is not in danger of exceeding capacity, but Deep Run High is already over capacity, and this development would push Colonial Trail Elementary over capacity as well.
