Henrico County Board of Supervisors

Henrico County is governed by the five-member Henrico Board of Supervisors, an elected body composed of one representative from each of the county's five magisterial districts (Brookland, Fairfield, Three Chopt, Tuckahoe and Varina). All five seats are up for election together every four years. The next election will be held in November 2023. The board of supervisors is the policy-making body of the county and holds final decision-making authority over certain land-use matters, the county's real estate tax rate and numerous other financial and policy matters. The board also holds authority over the appointed Henrico County manager, who serves at the board's desire and who guides the day-to-day activities of the county, proposes an annual budget and oversees the general government. A simple majority vote is all that is needed for the board to approve an item.

When does it meet? The Henrico County Board of Supervisors typically holds a regular meeting on the second and fourth Tuesdays of each month at 7 p.m., with two usual exceptions in August and December, when it usually meets only on the first Tuesday. Find the next meeting date and agenda here. Prior to most regular meetings, the board also holds work sessions, which begin at various times in the afternoon and also are open to the public.

Where does it meet? The board holds its regular meetings in the Board of Supervisors room at the county's western government center at 4301 East Parham Road, Henrico 23228. It holds its work sessions in the County Manager's Room on the third floor of the county's western government center. All meetings are open to the public.

Henrico County Planning Commission

The Henrico County Planning Commission is a six-member body composed of five appointed members and one representative from the board of supervisors. It handles certain land-use responsibilities and also hears certain land-use cases and makes recommendations about them to the Henrico Board of Supervisors. For example, a developer or citizen who is seeking to rezone a piece of land from its approved use category to a different category must present its case to the planning commission, which will consider it and then suggest that the board of supervisors approve or deny it. Like the board of supervisors, the planning commission also includes one member from each of the county's five magisterial districts. A simple majority vote is all that is needed for the commission to approve or recommend approval of an item.

Planning commission members are nominated by the supervisors from the districts they represent and are approved by a vote of the board of supervisors.

When does it meet? The Henrico County Planning Commission typically meets on the Thursday that follows the second Wednesday of each month, at 7 p.m.  Find the next meeting date and agenda here.

Henrico County Board of Zoning Appeals

The Henrico County Board of Zoning Appeals is a quasi-judicial body whose five members are appointed by the Henrico Circuit Court for five-year terms. (Members serve staggered terms, with one member appointed each year.) The  board sits in place of the court to hear appeals from administrative decisions and requests for variances from the zoning ordinance. The board of supervisors also has delegated to the BZA the authority to approve certain conditional uses and special exceptions. The board is charged with reviewing interpretations of the Zoning Ordinance to determine zoning district boundary locations where there is doubt; to grant variances from zoning requirements; and to issue conditional use permits.

When does it meet? The Henrico County Board of Zoning Appeals typically meets at 9 a.m. on the fourth Thursday of each month (in January through October) and on the third Thursday of each month (in November and December). Find the next meeting date and agenda here.

Henrico County School Board

The Henrico County Public Schools system is governed by the five-member Henrico County School, an elected body composed of one representative from each of the county's five magisterial districts (Brookland, Fairfield, Three Chopt, Tuckahoe and Varina). All five seats are up for election together every four years. The next election will be held in November 2023. The school board is the policy-making body of the county's school system and holds final decision-making authority over many school system matters, including how to allocate its annual funding (which is allocated by the board of supervisors). The school board also holds authority over the appointed Henrico County Schools superintendent, who serves at the board's desire and who guides the day-to-day activities of the school system, proposes an annual budget and oversees the system. A simple majority vote is all that is needed for the board to approve an item.

When does it meet? The Henrico County School Board typically holds its monthly meeting at 7 p.m. on the fourth Thursday of each month. It also typically holds work sessions before those meetings and also on the second Thursdays of each month, at varying times.

Where does it meet? The board holds both its work sessions and public meetings at the New Bridge Auditorium, 5915 Nine Mile Road, Henrico 23223.
