Florida man faces 11 hit-and-run counts, 63 other charges in interstate rampage through Henrico, 4 other localities

A 34-year-old homeless man from Florida is facing more than six dozen charges in connection with a series of hit-and-run crashes Virginia State Police allege he caused during about four hours Feb. 14 along Interstate 95 North in Henrico County and four other Central Virginia localities.

Garrett Ryan Sulli is being held without bond after VSP officials took him into custody in Spotyslvania County on the day of the rampage, which took place between about 6:30 a.m. and 11:50 a.m. through Colonial Heights, Chesterfield, Richmond, Henrico and Hanover on I-95.

Sulli faces the following charges:

• 11 counts of hit and run;

• 22 counts of assault;

• 1 count of malicious wounding;

• 11 counts of destruction of property;

• 1 count of driving under the influence;

• 28 additional traffic-related offenses.

“This reckless and violent behavior placed countless motorists at risk along one of the Commonwealth’s busiest interstate corridors,” said Capt. Ted Jones, VSP's Division One commander. “Our troopers responded quickly, coordinated across multiple jurisdictions, and safely took this individual into custody. We remain committed to holding offenders accountable and ensuring the safety of those traveling on Virginia’s highways.”

Troopers never were pursuing the suspect's vehicle, according to the VSP.
