Joseph P. Casey has been named as Henrico's deputy county manager for administration, effective Jan. 28. Henrico County Manager Virgil R. Hazelett made the announcement last week.

Casey, who has been a deputy county administrator in Hanover County, will succeed John A. Vithoulkas, who will become county manager Jan. 17, following Hazelett's retirement.

As deputy county manager for administration, Casey will oversee the departments of Finance, General Services and Information Technology, as well as the Public Library and legislative liaison. Those functions account for a total of 548 employees and budgets of more than $56 million in fiscal year 2012-13.

Casey started work in Hanover in 1990 and served as director of Finance and Management Services until 2004, when he was promoted to deputy county administrator. As deputy county administrator, he supervised the Assessor’s Office; the departments of Finance and Management Services, General Services, Information Technology and Internal Audit; and Public Information.

Casey holds a bachelor’s degree in accounting from the University of Richmond and a master’s in public administration from Virginia Commonwealth University. He is scheduled to receive a doctorate in public policy from Virginia Commonwealth University in May.

Casey is a certified public accountant. His professional and community affiliations include the International City/County Management Association, Virginia Local Government Management Association, Government Finance Officers Association, Virginia Government Finance Officers’ Association, Housing Opportunities Made Equal and Virginia Equal Housing Foundation.
